The DA welcomes the R2.953 billion budget allocated towards the Department of Mobility for the 2023/24 financial period. This Budget will focus on the expansion of public transport services in the province.

The Department revealed that it would continue to develop and implement strategies to formalise and improve minibus taxi services in the Western Cape. It will also consider instituting a public transportation passenger subsidy or voucher to promote employment opportunities.

The re-emphasis on rail devolution in the province is especially significant. Work with the National Department of Transport, City of Cape Town, Passenger Rail Agency of South Africa (PRASA), Golden Arrow Bus Services (GABS), the minibus taxi industry, and other stakeholders will be encouraged to drive the development of an integrated transport network, with a focus on rail devolution. The Standing Committee on Mobility will be inviting these stakeholders throughout the year to evaluate progress.

The DA welcomes this budget as it will:

  • Improve conditions for walking, cycling and other non-motorised transport;
  • Facilitate improved freight systems;
  • Support and facilitate local transport planning and capacity building;
  • Minibus taxi industry engagement, empowerment and transformation;
  • Administer and monitor motor vehicle licensing, vehicle fitness, and driver testing; and
  • Establish an electronic public transport voucher scheme.

The Standing Committee on Mobility will be overseeing these commitments throughout the year through oversight visits, parliamentary questions, and constant engagements with the Department of Mobility and all stakeholders involved.”
